"EU contributes EUR 75,000 to support LDC participation at MC14"

WTO Director-General Ngozi Okonjo-Iweala welcomed the contribution: "Effective participation by all WTO members at Ministerial Conferences is vital for the legitimacy of the multilateral trading system. I thank the European Union for this timely contribution, which will help ensure least developed countries can participate fully in collective decision-making." EU Ambassador to the WTO, Mr João Aguiar Machado, said: " Inclusive participation is a cornerstone of a rules-based multilateral trading system, and the EU's contribution to LDC participation at MC14 reflects the EU's commitment to ensuring that all members can engage effectively in ministerial deliberations." Building on more than two decades of constructive cooperation with the WTO, the European Union has contributed a total of CHF 34.5 million to various WTO trust funds. This contribution complements the European Union's longstanding support for WTO technical assistance and capacity-building initiatives, including its recent contribution of EUR 1 million to the WTO's Global Trust Fund. "DG Okonjo-Iweala urges members to explore new ways to revitalize WTO at South-South event"

DG Okonjo-Iweala noted that in a changing global economy, LDCs can benefit from their demographic dividend and rich endowments of critical minerals. She stressed that the evolving trading landscape offers new opportunities for LDCs to integrate into regional and global markets in areas such as services and digital trade. DG Okonjo-Iweala said: "WTO reform will be key for helping LDCs trade, grow economically and develop. We need to have a modern WTO that can help transform your economies." The DG also highlighted members' efforts aimed at advancing negotiations on trade and development, agriculture and fisheries subsidies related to overcapacity and overfishing. She also outlined negotiations in the Work Programme on E-commerce, including the moratorium on e-commerce customs duties. In addition, she noted the opportunities provided by the Investment Facilitation for Development Agreement for attracting investment and adding value to LDCs' exports. DG Okonjo-Iweala also recognized the importance of the Cotton Partnership for advancing LDCs' integration into global trade. The event saw the participation of around 60 government representatives from LDCs and development partners who discussed WTO reform and LDCs' trade and development priorities. The General Council Chair, Ambassador Saqer Abdullah Almoqbel of Saudi Arabia, said: "In these challenging times, the world needs the WTO - especially its LDC members - now more than ever. The WTO must keep pace with the changing global landscape. With your active engagement, I trust that we will succeed." The WTO reform facilitator, Ambassador Petter Ølberg of Norway, said: "I will share two main messages today: let us all lean in on the ongoing reform process and let us broaden our perspectives on trade-led development in the WTO." Ambassador Muhammadou Kah of The Gambia said: "With MC14 just a few weeks away, reform discussions must move to practical and pragmatic convergence. For the LDC Group, reform must strengthen the development dimension of the WTO. At MC14, we must demonstrate progress on trade and development and on LDC priorities, including LDC graduation." Ambassador Yongjie Li of China said: "Despite current trade tensions and global uncertainties, the WTO remains an indispensable anchor of stability. Strengthening the rules-based multilateral trading system requires meaningful WTO reform. MC14 represents a pivotal moment to renew our commitment to significant reforms. It must also deliver outcomes focused on development. Representing one of the key pillars of China's LDCs and Accessions Programme, the South-South Dialogue on LDCs and Development aims to strengthen LDCs' participation in the multilateral trading system. "Chair of agriculture talks circulates revised draft text, as MC14 outline emerges"

"This text seeks to strike a balance, in my view, by reflecting the shared ambition of members to work towards a fair and market-oriented agricultural trading system capable of delivering outcomes, including enhanced food security," said the Chair. He told the meeting that, in his view, the draft would reaffirm members' commitment to reinvigorate the negotiations and place them in a better position to engage more effectively upon their return to Geneva after MC14. The Chair reported to the meeting, which was open to all WTO members, following a week of intensive consultations since the last meeting of the full membership on 27 February. Reactions Most members spoke in favour of the revised draft. Many said that, while it may not perfectly reflect their positions, it struck a careful balance among competing positions and was a good basis for consensus at the Ministerial Conference. Several members said they had wanted to see their specific negotiating priorities reflected in the draft, but in a spirit of compromise could accept the formulation prepared by the Chair. A few members noted that the text should in their view be further amended. The draft found support from agricultural importing and exporting countries, including both developed and developing countries, with several negotiating coalitions making collective statements welcoming the revised text. However, not all members expressed support for the revised text. One member cautioned that, in its view, the text did not commit members to explore new approaches that could help them move beyond the current negotiating impasse. The "C-4" group of West African cotton-producing countries (Mali, Chad, Benin, Burkina Faso) also said that it could not support the text at this stage as the draft, which does not explicitly mention cotton, did not adequately address their concerns. Members also made suggestions on the format of the session on agriculture at MC14. Most encouraged the Chair to develop a short set of questions to guide dialogue among ministers during the plenary session, while a few thought that breakout sessions would be useful. Next steps The Chair thanked all WTO members that had taken part in the consultations, and especially those that had contributed comments on his earlier draft. The Chair will report to the 10-11 March General Council meeting and will include the text in his written report to be forwarded to the Ministerial Conference. Along with his description of the process having led to this draft text and the acknowledgment of the remaining concerns, the report will also include guidance on the conduct of ministers' discussions on agriculture at MC14.

"WTO members conclude month-long reform discussions in Geneva"

During a transparency session with all the membership on 5 March, Ambassador Ølberg said that he will submit the most recent revised draft ministerial statement and work plan to the General Council for ministers' consideration at MC14. The General Council is scheduled for 10-11 March 2026. In the past week, the facilitator shared a revised plan that incorporated views and suggestions expressed by members during the month-long consultations. Ambassador Ølberg said: "Since June 2025, we have invested nine months of sustained, collective effort in good faith. That effort has produced a draft Yaoundé Ministerial Statement on WTO Reform and a draft Work Plan. If full satisfaction remains elusive, it is because the balance we have struck is genuine - and because we have reached the practical ceiling of what can responsibly be achieved here in Geneva." Ambassador Ølberg noted that the revisions aimed at keeping the texts "high-level", while providing the political direction needed from ministers. The revised texts also avoid prejudging the direction of the work while reflecting the diversity of members' views - both on substance and process. Starting on 5 February, Ambassador Ølberg held several rounds of group consultations with WTO members to discuss a revised version of the work plan and to discuss the framing of ministerial conversations in breakout sessions, including key questions for ministers, in Yaoundé. The current draft statement contains commitment from ministers to pursue work on advancing reforms following MC14. It also instructs officials in Geneva to intensify their work and provide concrete and substantive recommendations for action by the next Ministerial Conference. The work plan outlines the scope of the future work, starting with the areas where members have recently focused their initial efforts, including decision making, development and special and differential treatment, and level playing field issues. It sets out modalities of how the work will be carried out, with indicative timelines and check points. It also includes a reference to reform of the WTO's dispute settlement system, noting that consultations will continue after MC14 under the auspices of the Dispute Settlement Body. The work plan is also designed to be flexible to ensure the responsiveness of the work to members' needs and institutional agility. The plan includes an annex that reflects members' discussions since January, which is intended to be a guide for members' work. At the meeting, China, Paraguay and the United Kingdom presented proposals they have put forward on reform. The facilitator acknowledged that some members may find the current version of the draft "less specific" than they would have preferred, while others may feel it remains "more prescriptive" than desired. He also noted that this draft carefully balances the perspectives of all 166 members, reconciling differing levels of ambition and specificity. The facilitator recognized that concerns amongst members on the draft persists, and he noted that further drafting alone will not resolve them. Ambassador Ølberg said: "Some members seek a ministerially endorsed work plan to provide capitals with clarity on process and substance, and to signal that work will continue beyond MC14 toward meaningful reforms at MC15." He added: "Others see no need for that, believing discussions will advance organically after MC14. I respect both perspectives. But both lead to the same conclusion: our next steps depend on members' political will to drive reform after MC14." At MC14, ministers' discussions on reform will include foundational issues regarding the WTO, decision-making and past mandates, development and level-playing field issues. Summaries from those discussions will act as reference points for work post-MC14, said Ambassador Ølberg.

Answer by Mr Alvin Tan, Minister of State, Ministry of Trade and Industry and Ministry of National Development, and Board member of MAS, on behalf of Mr Gan Kim Yong, Deputy Prime Minister and Minister for Trade and Industry, and Chairman of MAS: 1. The Singapore dollar has appreciated against the Malaysian ringgit at an average rate of 1.3% p.a. over 2020 to 2025. However, it is important to emphasise that MAS manages the Singapore dollar against a trade-weighted basket of currencies of its major trading partners and not against any bilateral exchange rate. The S$ trade-weighted exchange rate has been on a gradual appreciating path since October 2021. The strength and stability of the Singapore dollar is assessed against the attainment of medium-term price stability in the economy. 2. Details The Telecommunications (Security) Act 2021 amended the Communications Act 2003 (the Act) to strengthen the security and resilience of public telecommunications networks and services. The Act places duties on public telecoms providers to identify and mitigate security risks, and to prepare for and address any adverse effects. The Act also contains powers that enable HM Government to make regulations setting out specific security measures to be taken by providers, and to make codes of practice containing technical guidance on the Government’s preferred approach to demonstrating compliance with the duties in the Act and the requirements within the regulations. The Electronic Communications (Security) Measures Regulations 2022 and the associated Telecommunications Security Code of Practice were made using these powers. Ofcom is responsible for monitoring and enforcing public telecoms providers’ compliance with the telecoms security framework under the Act and Regulations. Under the Act, Ofcom is required to provide the Secretary of State with security reports. Section 105Z provides that: A security report must contain such information and advice as Ofcom consider may best serve the purpose” which “is to assist the Secretary of State in their formulation of policy in relation to the security of public electronic communications networks and public electronic communications services. Ofcom security report findings The security report for the period October 2024 to October 2025 suggests that: there has been continued improvement in security practices across industry Ofcom has found public telecoms providers are making good progress in implementing the measures in the Code of Practice, notably in better management of legacy and end-of-life assets, and improved incident management practices Ofcom has identified some areas where providers appear to be struggling with implementation, including where providers act as suppliers to other providers, and pre-contract equipment testing. Ofcom does not consider these findings serious enough to warrant opening compliance investigations, but will monitor them closely the legislation and security framework is proving effective. Ofcom has no specific policy recommendations Next steps The government is committed to continuously evaluating the effectiveness of the Telecommunications Security Framework. The government has set out proposals to update the Telecommunications Security Code of Practice 2022. These updates are intended to help public telecoms providers protect UK telecoms networks and services in light of evolving threats and emerging technologies. These proposed updates have been informed through reports provided by Ofcom, security advice from the National Cyber Security Centre (NCSC) and evidence from industry. The government is currently analysing feedback from the public consultation on the proposed updates to the Code of Practice.
